“Vulnerability assessment to climate change impact on agriculture, animal husbandry and water management and development of adaptation frame work on these sectors for the region.
The study area falls under sub – humid southern plain and Aravali hills (Zone IVA) of Rajasthan.
The land area covers private and Government waste land followed by rainfed and irrigated cultivated land and pasture land.
The analysis of rains indicated that during the later period the increase in the rainfall was during south west monsoon period (June to September). There was substantial decrease in the south east monsoon (October to January) and intermediate rains (February to May). The increase in the quantum of rains during south west monsoon coupled with reduction in the south east and intermediate rains call of effective water management strategies to conserve rainwater and also to minimize wastage of run off during monsoon season.
The maximum, minimum and mean temperatures were found to slightly decrease during the later period. The decrease in minimum temperature was recorded mostly in the month of May and minimum temperature in the month of January.
The analysis indicated that agriculture and livestock are the major sources of employment and livelihood for the people in the area.
The household income is generated through livestock and crop production. Migration, both within and outside state, also is followed by some households. Pasture land is used mostly for open grazing.

What actions do you propose?
The project activities has been divided mainly in 2 parts which covers under
Part –I Vulnerability Assessment:
It would be involved impact studies of current and future climate change on waters resources, commons, agriculture system and animal husbandry in the area. This would be followed by vulnerability analysis of the agriculture system, animal husbandry and commons to the impact of climate change and subsequently identify adaptation options in follwing ways:
- Impact studies of current and future climate change on agriculture system, animal husbandry and Commons (Forest, Pastureland, other Open land and water bodies) through secondary research literature review, Baseline survey, topographical analysis, etc.
- Vulnerability analysis to the impact of climate change on agriculture system, animal husbandry and commons (Forest, Pastureland, other Open land and water bodies). It would be analyze the exposure, sensitivity and adaptive capacity of agriculture system, animal husbandry and the commons with regards to the projected future climate change scenarios.
- Identify adaptation options for agriculture system, animal husbandry and commons (Forest, Pastureland, other Open land and water bodies) through mapping of the adaptation strategies, resources and establish linkages with R & D institutions.
Part – II Demonstration Interventions:
Under work Package - 7 of GWP – based on vulnerability analysis and identification of adaptation options; it is proposed to implement the following activities as a follow up adaptation to climate change measures as pilot in one of the proposed project villages under
- Creation of Farmers Field School: it is proposed to create 3 Farmers Field Schools, one each on Sustainable Agriculture, Water Conservation and Livestock Management as a demonstration activity in the project villages. The objectives of creating these Farmers Field Schools are to build capacity of these groups to undertake sustainable agriculture practices, water conservation measures and sustainable livestock management as adaptation measures to climate extremes
- Development of Pastureland: It would involve undertaking different Soil & Water Conservation (S&WC) measures such as construction of 'Thawlas' on existing trees, 'Gradonis', Continuous Contour Trench (CCT), Staggered Contour Trench (SCT) and Vegetative Gully Plug (VGPs) etc. This will not only help in controlling the water run-off but will help in water conservation, ground water recharge, create moisture in the soil and also help in enhancing the production of grass in the pasture.
- Exposure visit for the group members: for the capacity building of the farmers field school members, one exposure visit is proposed to organise involving selected members in the project.
Strategic Goal #1: Catalyse Change in Policy and Practice. This goal focuses on improving water resources management to help countries towards growth and water security emphasizing an integrated approach, good governance, appropriate infrastructure and sustainable financing.

OC #1; State water policy to revise their policies in line with National Water Policy-2012 in context of climate change
Persuade State government to incorporate suggestions in their respective water policies
IWP will critically review the state water policies in line with National Water Policy-2012 in context of climate change. For this purpose, state level consultations/ seminars would also be organized to have broader consensus of the stakeholders.
OC #2; Develop sustainable water management and agricultural practices and review once in couple of years
Associates with collage/ universities/ research institution/ government dept. in the reason to develop and updates package of practices according to climate change and its adoption.
Selection of village level agriculture demonstration plots for selected farmers and data analysis crop season wise.
OC #3; Disaster management (drought, flood, etc.)
Accreditation of weather station for insurance companies for crop and weather insurance
Promotion of Crop / weather insurance to farmers through meetings and exposures
OC #4: Authorization of weather forecasting by government
Persuade to State government to incorporate weather forecasting as official and farmers are eligible for the claim in case of loss
State level seminar /workshop with different stack holder related to weather & insurances.
Strategic Goal #2: Generate and Communicate Knowledge. This goal focuses on developing the capacity to share knowledge and to promote a dynamic communications culture, so as to support better water management.

OC #1: Promotion of “ Rajasthan Farmer’s Participation in Management of Irrigation System Rules-2002 at list two irrigation sub projects in the area
Judicious use of irrigation water and distribution among the command area farmers
This is applicable where minor/ major irrigation tank is available in the region at least covering two minor irrigation sub-projects/ two WUAs.
- Coordination with line department for Water budgeting for Rabi crop
- Workshop on Farmer’s Participation in Management of Irrigation System and Develop Girdhawari for water distribution
OC #2 Formation of Village level farmers institution ( farmers club, farmers field school)
Adoption of weather resistance seed variety, climate smart agriculture and farm practices by the farmers
- Providing of improved seed, fertilizer, farm implements for climate resilience
- Introduction of crop demonstrations
- Promotion of green houses / poly houses
OC#3: private and community pastureland and livestock development
livestock and fodder management through village Committee

- Develop Information Education Communication (IEC) material and distribution for replication and awareness
- Publicity of the government schemes, plan for marginal and poor community in the village.

Water users associations (WUAs), farmers institution, pastureland development group having coordination with line department to get benefit from governmental schemes
Pasture group started their income through pasture land and livestock management, water users associations (WUAs) has started income though collection of water tariff etc.
OC#2: up calling of the program
Disseminate the technology to nearby villages and blocks
farmers institution, pastureland development group, Water users associations work on sharing their experiences at district level through workshop/ training and exposure in their area with help of IWP and funding partners.
Where will these actions be taken?
The proposed program will be implemented in India.
Rajasthan is geographically the largest and the eighth most populous state of India. Eighty per cent of the population depends on agriculture and 19 per cent on animal husbandry for their livelihood. Over two million families live below the poverty line. There is an acute deficiency of drinking water, food and fodder. The livestock situation in the villages selected for implementation of the Adpotation pilot is marked by a prevalence of mixed crop-livestock systems, i.e. almost all land owners keep at least a few animals. Small ruminants are most widely spread among landless community members. The proposed project will be implemented in 10 villages in Kapasan block of Chittorgarh district of Rajasthan.

Through this program the community aware about climate change, impact of climate change, need for protection of environment and protect the natural resources.
Through awareness program we motivate the community to adapt the eco friendly agriculture practices, proportions of organic cultivation.
for development of environment we protect the waste lands and increase plantation of agro forestry for develop bio diversity in area with help of concern departments.
Involving the community to participate in each natural conservation program to join them with nature and encourage to preserve the natural resources for future life.
What are the proposal’s costs?
The Total Project Cost of Rs. 9,00,00,000 in Indian Amount ($ 15,00,000).
As per the current project planning there is no negative side of project because we plan to capacited the community for Climate Change, Environment management through Training program and other source of entertainment.
In this project we also work as per Government Guidelines for completed the activities and it not create any problem.
The proposed project tenure of 8 years for completion of all the proposed activities and evaluate the results.
In start of the project we focus on motivation of community and protection of pastureland and conservation of water bodies.
