Summary
Turbines placed in ocean currents (or indeed in fast-flowing large rivers) should generate much more electricity than tidal movement or windmills. They can be placed near major cities and thus transmission costs could be very low. A turbine (or several) should reach a constant equilibrium turning speed and thus provide a baseline electricity supply. Fish can be protected by cages around the turbines.
What actions do you propose?
Certainly there are enough MIT entrepreneurs out there to take up the design, engineering and financing of such a venture. It requires people with undersea experience such as oil-rig builders or undersea cable layers.
