Building a wall to close off the bearing straight is alot harder than it sounds. The proposal has no estimate of construction materials required or the costs or the amount of warming added by manufacturing all of that concrete. Concrete manufacture is one of the biggest causes of greenhouse warming. There are alot of unanswered questions about how it will affect ocean ecology by putting a huge barrier between the arctic and pacific oceans.

Don't make the wall out of concrete, use rock. Dig into the Alaskan mountains just SE of York. 
The affect on the ecology would be minor as there was a land bridge once before.
