The QZE is the alteration of the progression of time as a result of the rate of observation. Relativity demands a curvature of space.
In 1977 George Sudarshan and Baidyanath Misra of the University of Texas discovered that if you continually observe an unstable particle it will never decay. (Sudarshan, E.C.G.; Misra, B. (1977). "The Zeno's paradox in quantum theory". Journal of Mathematical Physics 18 (4): 756–763). Sudarshan and Misra discovered that as you take those measurements at smaller and smaller intervals, slices of time – if you never take your eyes off it nothing changes.
Since Sudarshan and Misra the Quantum Zeno effect has been studied and probed in the greatest detail. The progression of time is absolutely controlled by the rate of observation, and every attempt to find an irrefutable argument that this is an artifact of some other effect has failed.
In short, if the progression of time changes the laws of General Relativity demand a consequent curvature of space. The engine design incorporates a particle stream of electron-positron pairs (via classic gold foil type pair production) focused into a tight beam (via the same mechanism used in an old CRT screen) and 'paints' a finely divided sphere of particles around the 'engine,' while passing through a static magnetic field (Like a Stern-Gerlach setup to separate spin +1/2 and spin -1/2 particles).
The engine is a phased array system modified to acquire the predicted location of any given particle according to its spin state, and acquire this information at a very high rate of speed.
By carefully manipulating the rate of data acquisition the Alcubierre space-time manifold is 'painted' around the engine source. Since the system uses only detection and measurement the energy requirements are in the kilowatt range.
The myths regarding exotic matter and 'negative energy' requirements to produce this manifold are misconceptions based on using the Lorentzian equations 'upside-down.' This is explained in mathematical detail in the formal proposal. No exotic forms of energy are required to manifest this space-time manifold.

I would lead a team of about half a dozen engineers and physicists from proof of principle to the construction of the working prototype, at which point the engine design would be handed off to any and all space agencies freely.

What are other key benefits?
The engine would allow any mass of any size to be transported, first to the moon for the purpose of establishing a Helium-3 refining infrastructure to eliminate the burning of fossil fuels altogether.
Any high emmission ndustry can be moved from Earth's surface into orbit or onto the lunar surface; which is not possible using chemical propulsion.
Afterward, reaching out into the solar system and beyond would make resources essentially unlimited.
What are the proposal’s costs?
The engine from proof of principle to construction and demonstration of the prototype would require millions, not billions. The technology already exists and is unremarkable.
The cproject from proof of principle to demonstration of the working prototype would remain in the single digit million(s) range, accounting for about 6 to 10 salaries and equipment.
Proof of principle shall take no longer than 3 years to establish a definitive (and extreme) curvature of space-time, characterize it fully.
As the manifold is characterized 10 years would then be required to design and construct the working prototype.
The demonstratin of the working protype will absolutely not exceed this time frame.
There are no related proposals, there is no precedence for this engine design.
