I already supported your project btw ;-) Mind you though, this concept is nearly a decade old, and in need of some dusting, but in short I tried to make some kind of discussion platform around this issue. I made the comparison of steam as a gaming platform, but you could also make the comparison to some kind of social network (g+, fb, ...). Every Boulder citizen could be invited into such a platform and discuss what they can do to reach the goals of the area. This could be as basic as building a forum platform, up to building some kind of social network for the area. It all depends on the available budget of course. Feedback around this concept is always welcome. ps couldn't find my profile? must be a bug, I'm still around :-)
