There is a very interesting chapter on roof gardens and the many benefits they bring - purifying air, increased insulation, etc. - in the book "Cradle to Cradle" by Michael Braungart and William McDonough that would be worth reading before completing this proposal.

1. Why limit it to public buildings? A green-roof requirement could be built into the permitting process for commercial development. Of course then you'd have the maintenance problem, but that will be a problem with the public buildings too. 2. Don't forget to pitch the roof/garden. As last winter taught us, flat roofs don't work in New England.

The City may not have permitting standards for roof gardens yet, so the Building Department will have to be a party to this idea.
