We really appreciate the thoroughness and presentation of this proposal. However, the judges felt that the submission was more geared towards adaptation than mitigation, and the contest prompt focused on mitigation. Other big things we felt would have made this proposal stronger would be to include details on emissions reductions that might be achieved through implementation. Secondarily, it would help to organize the ten PEP steps into 2 or 3 overarching categories that could direct us and government agencies that might implement them as to where they might fit in existing agencies/appropriations/regulatory processes and the relative impact/priority each one might have toward emissions reduction.
