It's assumed that what we face is a scientific question in search of a quantifiable answer. The reality is that we face a political science challenge in search of a constituency. There would be a very, very small constituency on the right for this proposal--it's cap and tax, it's government appropriating the revenue, and it assumes away the rejection of the science.
