The author states that his proposal is not about "setting a price on carbon in the US" which is the point of this competition, I thought. The author's assertions re ability of federal government to impose on emissions under existing law, using a trust fund of some type are not correct. EPA's proposed Clean Power Plan gives states the responsibility for limiting emissions from power plants and gives them permission to collaborate with each other on a regional basis. The author is cavalier about the President's constitutional authority to do more and fails to address the topic question:How could a national price on carbon be implemented in the United States?
