If there had been more detail added this idea could have improved substantially.
Your proposal is very different and worthy because of that, and sets out some modest -realistic- goals, which is good. However it could reuse other exixting tools.
The feasibility is questionable though. A greater focus in the financial side to it would help. Another big topic here would be advertisement.

Specific revisions requested:
1) Unify the first half of the proposal with the second half of the proposal - a kick-starter platform that matches ideas/solutions with projects/funding.
2) Consider partnering with other croud-sourced platform proposals in this contest.
3) Address how the platform itself will be funded into the future.
Judges comments:
"This is a really great idea! The question is will it work? will individuals, businesses etc provide money towards crowdsourcing for resilience projects? I would suggest that testing the idea is the only real way to find out. The idea is great, but wished there was more details in the proposal. Again a question of sustainability - but in the case of crowd-sourcing presumably there is a business model built into this. It is not described though."
"The proposal sets up the problem well: people need to share information about design, but then also have a problem with funding the work that is designed. I expected, at the outset, that this proposal was going to talk about a crowd-sourced funding mechanism (i.e., kickstarter) focused on green solution. In fact, it seems all about sharing design. That sharing platform is good — but how will the projects be funded? Is it expected that the governments will put the money in? So, in this way the proposal in intriguing, but incomplete. The idea to create a movements is great. But the proposal aspired to take that movements beyond talk, and into action. How will that happen? Money will be required. Or more emphasis on community engagement (a la the Bandra Beach walkway in Mumbai). A lot of emphasis (more than now) needs to be placed on attracting funders to the platform to encourage exchange between ideas and sources of money."
