Hi, Although the proposal is clear, I suggest you focus more on "capacity building," and in the specific case of Bangladesh. It is not very clear the framework in which these proposed actions will be implemented. Thank you.

"It seems like a full programmatic approach for a country has been proposed in this proposal. It would have been better if they focused on a specific city or urban challenges. Although they do mention this, the actions are on a national scale. This means the feasibility is doubtful as they actually require a huge grant from a development bank or multilateral organisation or similar. I suspect some of this has been done before e.g. disaster plans in urban areas especially in Dakha." "As a manifesto for the kinds of actions needed worldwide, this is a good proposal. But it seems wildly over ambitious, especially in the actions describing building retrofits, transformation of transportation, etc. All important things, but it seems that a better proposal would be to create the vision and context, and then create momentum for the work. That is the capacity building, CBA, and perhaps disaster planning (Action 7-9).Building the committee and focusing especially on Action 7 would be great. As stated though, the proposal aims for the stars — wonderful, but not a practical place to start."
