Description
Summary
There has been an ongoing comprehensive advertising and opinion campaign directly opposing even the existence of global warming. This campaign (and its support group) needs to be labeled as terrorists, have its funding sources frozen, and hunted down by the American military (no, not really hunted down - just a lot of military spending and marching around and such). Great slogans need to be invented in support of this hunt, popularized, and then repeated over and over by political and popular figures. Through this campaign, the popular opinion will be shifted in the direction toward one of "banding together" to fight the evil that attempted to usurp (north) American power. It might even work well to link the group responsible for spreading misinformation about climate change with, say, the Russians (who are currently being frowned at).
Please do not mistake this action as one which requires military forces abroad. This could be worked up into a three sided Global "Cold War" of sorts where the Russian faction and the Chinese conglomerate also run the same local campaign. They could blame their own resistance to climate change on the Americans, effecting the same change as North America proposes but from their own perspective.
Nothing moves a people like mutual hatred of a villian.

this would depend on the skill of the policymakers and spin doctors to ensure that an actual war did not break out.

The military spending could increase back to normal levels, creating employment for thousands while we "hunt down" the evil hoard.
What are the proposal’s costs?
unfortuately, significant.
On the upside, many corporate heads could be enticed to stay off the "evil hoard" list by contributing to the cause. Again, jobs would be created in the service industry as hundreds of party fundraisers would need to be held to squeeze the corporate world.
