Mesh networking can be an technology used here. You don't need an internet connection to send messages. All you need are other devices that support this to act as nodes to your target. Apps for this are already available for iOS and Android.

This should be coupled with clean, energy generation proliferation. Let's put those 3D printers to the test to play in Materials Sciences and 3D printed versions of existing, old technology. We can predict or model performance with multiphysics... So like fresnel lenses and concentrated solar playing both water filtration and energy generation...important on the global theatre...as is food production. The corporate trend to centralization is a threat by model. Various regions face similar threat (loss of refrigeration, communications capacity, temperature control, etc.) by different characteristic of global change, but power outages seem far too common for the capacity to proliferate numerous engineering solutions on the cheap. We address emissions problem by paradigm change of proliferation to home-based redundant nodes of energy generation, communications redundancy, which is also an "Economic Solution" to current state, proving many jobs in the transition, decreasing as phased into "Maintenance".
