Judges'' comments
This is a research proposal--well presented and an important area. However, it doesn't get to the heart of the competition. Having such research would be helpful. How a single case study would lead to a solution is not stated other than hinting that other companies and organisations would take up the idea. Framed as research it doesn't identify what would be produced--a business case? market appraisal? technical feasibility? prototype?
