This is a classic marketing approach, to be implemented by governments. The idea of a consumer survey to identify perceptions and gaps is good, although not novel. It could give valuable pointers, but is unlikely to come up with policy or technology answers. However, the idea of a national communications plan to be implemented by governments does not really help "us" to build awareness, as it does not set out how we will convince governments to adopt such a plan or allocate resources amongst their many priorities.
The idea of mass enagement is acknowledged and the connection to policy and change appreciated. However, the challenge of national survey's and adequate responses that will lead to changes in engagement and policy is not resolved in the pitch.
