It seems to me that this proposal would be a better fit for the transportation category/contest. If the claims in the proposal are true, it would be revolutionary indeed. As it stands now however, this proposal is incomplete in many parts, so it's unlikely that it will advance to the next round. If you are looking for investors, this might not be the right place to find them. Why not build a prototype and demonstrate it?

I think the 125MPG engine would be a great thing, but it is doubtful that this contest could help it in any way. The proposal doesn't contain enough information for us to judge whether it's feasible or not. If the engine really works, we suggest finding venture capital funding and creating a startup. There's funding out there for many ideas that sound a lot less promising than yours.
