Measuring and monitoring the climate impacts of hydraulic fracturing operations was one of the goals of this contest, and getting better data about methane emissions would certainly help accomplish that goal. Using infrared sensors is an interesting approach, and having sensors on each well would certainly generate a large, possibly comprehensive, dataset. However, it was not possible to fully evaluate the merits of this proposal, since many key sections, like timeline, projected costs, and the specific actors who will take these actions, were not fleshed out.
