Branding fossil fuel as ethical provides economical incentives to continuously reduce the amount of pollution generated in producing fuel.

Summary

 

Diamond buyers have become aware of the terrible conditions under which diamonds are mined, transported and cut into jewelry. Diamond customers demand a new product, ethical diamond  produced in humane conditions. A similar product, ethical fossil fuel,  provides government-market mechanisms to reduce GHG.

Ethical fossil fuel is defined as: the GHG emitted producing and transporting fossil fuel and  corruption fossil fuel supports. 

The ethical fossil fuels market is established by government action and consumer preference. Governments impose a tax on unethical fossil fuel, making it more cost;y than ethical fuels. Customers want ethical fossil fuels because it is less expensive and moral implications.

An ethical fossil fuel market requires a definition. Ethical fossil fuel is:

1. Produced with the lowest possible GHG emissions and

2. Lowest corruption in the distribution of fossil fuel revenues.

In the first objective, producers and transporters are motivated by market share as they lose customers to producers of ethical fossil fuels. Governments use the revenue to reduce GHG.

Once a producer is baselined at a particular level of GHG,  the baseline reduces by 3% per year. This prompts GHG emissions reduction.

In the second criteria, corruption in distributed funds is measured.One simple means to measure corruption is the difference in the level of wealth between classes. Too great of a difference implies the nation's wealth is unjustly hoarded by one segment of society.

There will be significant pressures to cheat. For the market to function  there must be methods to distinguish between ethical and unethical . It is possible to "fingerprint" fossil fuels to identify the place of origin.  

Cheating could involves GHG measurement. Producers want to understate emissions and overstatereductions. Local and remote monitoring stations can  measure the quantities emitted and ensure correct reporting.

What actions do you propose?

1.Estabish a community supporting the ethical fuel concept.

2. Generate political support for ethical fossil fuel legislation.

3. Establish a non-profit organization which monitors ethical fossil fuel production and distribution. This organization would also publish an annual report on the response of industry and nations to the ethical fossil fuel project.

4. Once taxes are in place on unethical fossil fuel the non-profit would work with governments to direct funds so that ethical fossil fuel is produced.

Initial actions will be taken by proposer to gather support for the proposal.

Once enough popular support is gathered, the orgaqnization presses political bodies to pass legislation supporting this concept.

The non-profit organization would be built by the proposer with support of others.


Where will these actions be taken?

These actions can be taken from almost anyplace using social media and a public relations program.


How much will emissions be reduced or sequestered vs. business as usual levels?

Once the GHG emissions are baseline it will be possible to reduce GHG significantly, say by as much as 3% a year. 


What are other key benefits?

The proposal ensures a continous funding source for the reduction of  GHG.

Projects which may be marginally economical could become feasible due to the need to reduce GHG.

Finally the level of corruption which funds conflict could be significantly reduced.


What are the proposal’s costs?

The initial costs of this proposal are relatively low. A publicity campaign to gnerate support for the ethical fossil fuel concept through social media and publicity would be a few thousand dollars.

Establishing a non-profit to monitor compliance and push for political changes would be latter and probably cost in the tens of millions.


Time line

Depending upon the speed of repsonse, the concept could become law in 12 months time.
