I read your summary and fast browsed the rest. It is good that right up front you advocate efficiency and using less energy because ultimately that is the one fundamental necessity.

This proposal prescribes a broad set of measures-- while all measures are reasonable, they all seem to be derived from the planning commission document that is referenced.
