Storing electricity efficiently is still a problem.
Your pricing scheme is good and maybe we could go out on a limb with it: Suppose we said customers could pay some small set fee for using some set amount of energy between some peak hours like 5 and 7 PM. The fee would be automatically added to the bill only when the customer exceeds the set limit for the peak hours.
I think such a scheme would be motivating and would easily and cheaply motivate people to change their habits. A big green smiley face on the bill could mean the customer met the objectives in the whole month. This simple direct feedback works well in traffic speed traps around schools and in energy-conserving cars.

Demand response is a popular idea, and an effective DR program could be valuable. But this proposal is not detailed enough in places and could stand fleshing out.
Proposal needs more specifics and also needs to show an understanding of ideas already floating out there and of DR programs that already exist. There are a bunch of approaches to demand response. The proposal does not show knowledge of initiatives going on now and how what is being proposed here is different or superior. Exhaustive knowledge is not required, but the proposal should be spelled out in enough detail so that it can be compared to existing efforts.
The author may well have better ideas, let’s hear how they stack up against what’s already being tried, and an explanation as to why the author’s ideas would be better.

Revisions did not show enough awareness of current activities and thinking, nor provide the level of specificity needed to move this proposal forward. Please revise and consider next year's contest.
