Very like the Collins-Cantwell legislation proposed a while ago, author should note how this proposal differs from that bill. And there have been other ideas of this kind put forward, for example, MIT’s Joint Program has published papers on this, see. http://globalchange.mit.edu.
There may be some novel ideas here, but the author should show more familiarity with prior thinking and note what is new and distinctive in this proposal and how it differs from ideas that have been floated previously.
Additional questions:
- What's the expected size of CO2 reduction?
- How the dividend will be distributed. Cannot do it through the income tax system, it would be dead on arrival, since legislation to that effect was introduced three years ago and failed. If cost of the fee is passed on to consumer, and consumer is reimbursed based on consumption, doesn't seem like an effective program. Where's the incentive for reducing consumption? Or is there another basis for distribution of the dividend? Do industrial/commercial customers receive the dividend?

Not much amended in the revised proposal, and it does not delve deeply enough, given all the thinking that has already been done on this topic. We chose not to advance to the final round.
