A proposal to strengthen community structure for effective adaptation strategy and response to climate change impact in Ekiti state Nigeria.

Summary

Climate change adaptation are activities which aim at making adjustment in natural and human system in response to actual or expected climate change and it effects.(E.O Iguisi, ABU Zaria, 2010). It has been established that creating a link between climate adaptation and Disaster Risk Reduction at the community level is key to safeguarding the lives and livelihood of rural dwellers who are most times the worst affected of the climate change effect.This project however is aimed at leading a strategic and proactive response to climate change impact in Efon-Alaaye community of Ekiti state. It will also serve as a model for civil society engagement for community mobilization towards an effective climate change adaptation in other communities of the state. Efon-Alaaye is one of the 16 local government area of Ekiti state.The landscape and topography of the Local Government are hilly and mountainous. The people are rural dwellers with Agriculture as the main occupation. Flooding and erosion have continued to threaten the existence of the people of this Local Government, destroying their properties, crops and internally dispacing them every year. Government responses has always been in terms of reliefs not in building resilence and reducing vulnerability which this project seek to achieve through community system  strengthening

What actions do you propose?

Advocacy: The peoject Implementation Team will at the start of the project conduct a pre-activity visit/advocacy to Efon-Alaaye to enlist the support of critical stakeholders such as the traditional leaders, The Community Development Association, Religious leaders, Youth Group and Other equally critical stakeholders. The advocacy will also extend to Local Council Authority, Ekiti State Ministry of Environment, Ekiti State Emergency Management Agency(EKSEMA), Ekiti State House of Assembly and other critical stakeholders like Constituency Representative In the National Assembly of the federation to enusre the engagement of all stakeholders in the implementation of the project. 4 advocacy visits will be conducted to the community.

One-Day Stakeholders Dialogue:The Project Implementation Team will facilitate a one-day stakeholders dialogue to discuss the critical challenges of climate change impact on Efon Alaaye Ekiti community and develop a mitigation plan. The aim of the stakeholders dialogue is to bring together all relevent stakeholders comprising of community leaders, Local Council Authority, officials of the Ministry of Environment(MoN), EKSEMA, Senatorial District Representatives, House of Representatives Constituncy Representatives, State House of Assembly Representatives and other critical stakeholders to for the first time have an indepth dialogue on the impact of flood and erosion on the livelihood of the community and give a first hand insight into the sufferings of these people and then look for a way to mitigate the impact. The stakeholders will also through the dialogue identify some community resources neccesary for building effective climate change management structures. 17 participants will participate in the dialogue process.

Community Sensitization and Awareness generation: The project implementation team will conduct 1 community sensitization per every month of the project cycle. Drama and village square meeting will be employed to educate the community members on the climate change, Risk Reduction, environmental magement, land use and planning, building modification to withstand flood and conservative practices. Six community sensitization will be conducted within the project cycle.

Establishment of Community Disaster Management Committee(CODIMAC): The project Implementation will at the stakeholders dialogue faciliate the establiment of Community Disaster Management Committee(CODIMAC) to help facilitate a process that will alleviate the sufferings of the people of the community. Due to the fact that the community members understand the historical, geographical, socio-economic, hazard and vulnerability dimensions of the climate change problems in their community, CODIMAC becomes neccessary to ensure a wide and indepth assessment, planning and implementation of climate change disaster response in the community. Therefore, CODIMAC will work with the Project Implementation Team to conduct an effective Disaster Proned Assessment of the community, Development a robust and well tailored Community Disaster Risk Management Plan and Implemention of the plan.

Community Disater Proned Asessment: The Project Implementation Team will work with the CODIMAC to conduct a comprehensive disaster proned assessment of the community. During the assessment process, the key focus will be on hazard, vulnerability, and capacity assessments. These will be done through historic profiling, mapping, focus group discussion and Key informant interviews. The purpose is to identify issues and priorities through participatory discussion. The Hazard Assessment will focus on historic profile of disasters (past disaster events), trends of natural disasters for future (based on climate change predictions), and community’s perception of disaster events. Vulnerability Assessments will include geographical location, transport, communication, shelter, water, sanitation, health, and livelihood issues. Capacity Assessments will identify if there is any existing disaster management plans, coping strategies of the communities, role of people in mitigating disaster impacts, and proposed adaptation measures. The institutional mapping will be done to identify the roles of different institutions for disaster reduction in the community and state. With all these combined, a climate change scenario will be prepared for further actions.

Conduct of 5 days Capacity Building Trainings: After preparing the climate change scenario, a 5 days capacity building workshop will be conducted in the community on climate change issues, such as community‐based disaster risk management, building code improvements to cope with flood and erosion, agriculture improvement, and aquaculture improvement, environmental amagement. The target groups of these training programmes will be community leaders, selected community members, CODIMAC, Community Development Inspectors(CDI) of the Local Council Authority and other important stakeholders. 20 people will partake in the workshop.

Development of Community Based Disaster Risk Management Plan: After the Assement,the Project Implementation Team and CODIMAC with the engagement of stakeholders from the State’s Ministry of Enviroment, Ekiti State Emergency Management Agency community leaders and selected community members will develop a community based disaster risk management plan to address the climate change scenario prepared during the assesmnet stage. Two types of plans will be developed. They include safer community plan, which outlines specific measures to ensure the safety of the people and infrastructure of the community and safer production plan, which aims at securing livelihoods with specific focus on agriculture which is the main occupation of the community. Stakeholders from government instituitons will be engaged in the planing stage so that these plans will be officially approved by the governments to be part of the development plans.

Weather Information Centre: A weather information dissemination centre will be estblished in the community to be managed by CODIMAC. The weather information centre will be linked with the National Emergency Management Centre through the Ekiti state arm of the agency for prompt weather report so that the community can prepare for any negative effect of flooding in other to reduce vulnerability and damages.

Establishment of Community Disaster Management Fund: a fund raising program will be organized that brings together members of the Efon-Alaaye Community Development Association, government officials, philanthropists, constituency representatives and other critical stakeholders to raise funds for disaster management in the community. The fund and other community resources identified will be managed by CODIMAC with supervision from the PIT to mobilize the community toward consructions of some building embarkment, drainages, and other low cost structures neccesary to mitigate flood and erosion impact in the community. This fund will also be used to generate commitment and funding from government institutions in the state.

Radio Programing: A special program on climate change will be held on local radio station in the state to raise people's awarness in other parts of the state. the radio program will be heald once in a week designed in the local Yoruba Language to allow greater penetration


Who will take these actions?

Project Implementation team(PIT): The Project Implementation Team comprise of the Program officer, Monitoring and Evaluation Officer, Account Officer assembled by the project coordinator from key Civil Societies Organization(CSOs) working on Envromental, Community Development and other related issues in the state.

Community Disaster Management Committee(CODIMAC): The Community Disaster Management Committee(CODIMAC) are the community volunteers selected through a simple matrix during a community dialogue to work directly with PIT in the community. Members of CODIMAC will be people with the required passion and knowledge base which require few targeted trainings to enhance their capacity for the project implementation.

Community Development Inspectors: THE CDIs are the community development officers stationed at the Local Government offices accross the state. The Project Implementation Team will engage the Local Council Authority through the CDI in Efon-Alaaye so as to get the support and commitment of the Local Council Authority in the Implementation of the project

.Ekiti State Emergency Management Agency: The Ekiti State Emergency Management Agency(EKSEMA), is the state arm of the National Emergency Management Agency(NEMA), an agency saddled with the responsiblity of coordinating emergency responses in Nigeria.

Ministry of Environment: The state government through the Ministry of Environment will be engaged towards a successful implementation of the project. Relevant policies and program will also be facilitated through state government engagement at the state level to protect community members from the effect of climate change.

Constituency Representatives:These are law makers who will be engaged to facilitate relevant laws for environmental sustainability, protect community vulnerability and loby federal and state government interventions in the community.


Where will these actions be taken?

Ekiti State, created in 1996 in South West Nigeria, is situated entirely within the tropics. It is located between longitudes 40°51′ and 50°451′ East of the Greenwich meridian and latitudes 70°151′ and 80°51′ north of the Equator. Mainly an upland zone rising over 250 metres above sea level, Ekiti has a rhythmically undulating surface. The landscape consists of ancient plains broken by steep-sided outcropping dome rocks. The State enjoys a tropical climate with two distinct seasons. These are the rainy season (April – October) and the dry season (November – March). Temperature ranges between 21oC and 28oC with high humidity. The south – westerly winds and the North East Trade winds blow in the raining and dry (Harmattan) seasons respectively. Tropical Forest exists in the south, while guinea savanna predominates in the northern peripheries. Efon-Alaaye Local Government occupies a total landmass of 243,201 Sq km with 55km length and 30km breadth. The landscape and topography of the Local Government are hilly and mountainous. The climate of the Local Government is tropical in nature with two major seasons ,i.e. the raining and dry seasons. The people are rural dwellers with Agriculture as the main occupation


What are other key benefits?

This project will help facilitate infrastructural developments, raise community awareness and build the capacity of the people to independently manage flood problems in their community. Of greater benefit is the attitudinal and behavioural changes that will take place due to the implementation of the project.  This project will sensitize the people of the community to be environmental management conscious and build a new attitude that cares about climate change problems and reduces its impact on the community. Government agencies will also be alerted to their responsibilities by shifting their focus from just urban renewal to rural community environmental management. The project will seek to strengthen existing environmental policies and laws at the community level thereby generating the needed awareness and discipline for environmental management. The project will also serve as a model for scale-up activities by the goverment to other communities.
