Your proposal is based on corporate models but might work as well in the open source community. It seems we each have different parts of the puzzle and should consider collaborating whatever the outcome of the contest.

Overall assessment: Good coverage on how IT tools could be used, but team might list in more detail what actions they would recommend in areas like regulation and changing economic incentives/business climate. Specific comments and suggestions for improvement: - This proposal is a well thought out analysis of how to set up the information and management infrastructure of "Sustainable Develpment Planning" in a country like India. The authors are a bit vague about what this infrastructure will actually manage. - Well developed elements of a plan to move India into a green, sustainable economy. Needs perhaps some focusing.
