Executive summary

Overview of the proposal: what it hopes to achieve, the proposed actions and anticipated outcomes, mechanisms by which the actions can be achieved, what distinguishes this proposal from others.

The goal of this plan is to come up with realistic goals for the different country groups that will cause CO2 concentrations to get as close to stabilizing as possible by 2100.  It is our theory that the exact level of stabilization does not matter as much.  We can focus on reducing the concentration level in the 22n'd century.  Unfortunately, it seems that stabilization at any level is not possible according to EMF22 models.  At any rate, we try to keep reducing emissions until 2100, and we hope that emissions will continue to be reduced.   

Stabilizing CO2 concentration at any level will require massive restructuring of the way we live and work.   We'll need to find a way to prosper and add value into the economy without needing to exponentially increase resource use.  After achieving this, decreasing CO2 concentrations in the next century will be a comparatively easier task.
