Hello,
The mitigation costs tab indicates that it is not possible to reach these targets since none of the models are able to calculate mitigation costs. You might want to adjust your action inputs such as the target date to make your proposal more feasible. The proposals will be judged based on feasibility.
If you are certain that this is the right proposal, you should provide explanations for why the models are wrong. You can provide your own estimates for the mitigation and damage costs.

I don't think the models address the biochar and biofuel aspects of this proposal.
