Executive summary

This proposal seeks to stabilize the earth's temperature at only 2 degrees (Celsius) higher than pre-industrial levels.

It is based on an approach proposed by the International Energy Agency (IEA) for stablizing atmospheric concentration of carbon dioxide (CO2) at 450 parts per million (ppm).

This proposal calls for developed countries to reduce their greenhouse gas (GHG) emissions 40% by 2030 and for developing countries to grow their GHG emissions by only 15-20% through 2030.

It also calls for aggressive action to reduct deforestation.
